A Citizens' Advisory Committee was formed during the Feasibility Study phase of the Harbor Bridge replacement project. During this phase of the project, the original committee was reactivated with all members of the committee invited to serve again. In addition, new individuals have been added to the committee.

To ensure full participation of organizations and individuals in Portland, TX, as well as Corpus Christi, a second, parallel Citizens' Advisory Committee has been formed. This committee meets in Portland during the same week that committee meetings are held in Corpus Christi.
